SCENARIOS-China on verge of watershed Chinalco/Rio dealPublished: 11 Feb 2009 18:23:32 PSTSYDNEY, Feb 12 - China would emerge from a more than $19 billion investment in miner Rio Tinto as the overwhelming force in a global market for industrial raw materials, with more control over pricing than ever before.Following are some scenarios that could play out if the deal, reported in Australian and British newspapers, is confirmed later on Thursday:PUTS CHINA ON BOTH SIDES OF NEGOTIATING TABLENot only would China be the world's biggest consumer, but would also be on the road to being the biggest supplier of raw materials that drive industrial activity worldwide.Beyond the aluminium market, Chinalco could hold sway over Rio Tinto's position in annual iron ore price negotiations with Chinese steel mills, effectively driving a wedge between Rio and rival producers BHP Billiton Ltd/Plc and Brazil's Vale.So far, Rio, BHP and Vale, which combined account for about a third of world iron ore output, have profited hugely from driving a hard bargain with Chinese steel mills.SUCH A DEAL COULD BE BLOCKEDRegulators from Canberra to Brussels are unlikely to let this happen without a fight, and shareholders could also block it."They (Rio) think they can sell less than a controlling interest in their assets and still control them," said Warren Staude, investor adviser at Taurus Funds Management."The Chinese have a long-term plan that differs from old mining houses so there's a question about influence and control."Already, commentators have criticised the reported deal, accusing Rio of selling out to a firm that would act not only in its own commercial interests but also those of its state Chinese sister companies, from steelmakers to iron ore miners.Australian Treasurer Wayne Swan is waiting for an announcement before commenting, but has vowed to give close scrutiny. Australia needs Chinese investment in a global credit crisis, but also wants to keep control over its natural resources. In 2000, Canberra blocked a Royal Dutch Shell bid for local oil company Woodside Petroleum, shocking foreign investors.Opposition lawmaker Wilson Tuckey, whose electorate takes in a lot of Rio's Australian mines, says the national interest should be weighed up carefully. "That is a serious matter," he said. "It's removing competition from the marketplace."BHP MOUNTS A COUNTER-BID FOR RIO ASSETSBHP Billiton could exploit hostility to a Rio/Chinalco alliance by mounting a counter-bid for some of Rio's assets, especially Escondida, the world's biggest copper mine, where Rio is in a joint venture with BHP.BHP has right of last refusal over Rio's 30 percent of the Chilean mine, but there is talk Rio could set such a high price with Chinalco as to make it too costly for BHP to outbid. China CPI up 2.4% in NovPublished: 10 Dec 2008 23:30:55 PSTDec. 11, 2008 (China Knowledge) - China's consumer price index (CPI), the major gauge of inflation, climbed 2.4% in November from a year earlier, easing 1.6 percentage points from 4.0% in October, said the National Bureau of Statistics (NBS) on Thursday.The November CPI climbed 2.2% in urban regions, while CPI in rural areas rose 2.9%, according to the statistics. The statement disclosed the food price jumped 5.9% in the corresponding period, while non-food prices edged up 0.6%. Of the total, the price of meat increased 2% year-on-year, with that of pork down 9.3%. The price of edible oil dropped 0.1% from a year earlier, followed by 11.2%, 5.8% increase of aquatic products and grains, and a 2.1% decline of vegetables.The statement also unveiled that CPI rose 6.3% year-on-year in the first eleven months this year. Of that, CPI was up 6.0% and 6.9% for urban areas and rural areas respectively.Yesterday, NBS announced China's producer price index (PPI) for industrial products went up 2.0% in November, and rose 2.0% over the Jan.-Nov. period. Beijing is entitled to a similar economic and administrative autonomy as a province, governed under the direct administration of the central government. Presently, there are 16 urban districts and 2 rural counties under the jurisdiction of Beijing.Economic Overview As Chinese enterprises continue to springboard their businesses onto the global platform, Beijing’s economic environment has projected an optimistic outlook over the past decade. In 2006, Beijing’s total gross domestic product (GDP) reached RMB 787.0 billion (US$100.3 billion), growing by 12.8% and recording a double-digit economic growth for the eighth consecutive year. Meanwhile, Beijing’s per capita GDP amounted to RMB 50,467 (US$6,428). The service sector contributed the most to the municipal’s GDP, accounting for 70.0% of the overall GDP. Meanwhile, the agricultural and industry sector made up 1.3% and 23.9% of the GDP respectively. This is illustrated in Figure 8.1.1. In 2006, Beijing’s overall retail sales accounted for 4.3% of China’s total, increasing by 12.8% from the previous year and totaling RMB 327.5 billion. After taking inflation into account, overall consumer sales grew by 12.6%. Amongst the various types of consumer goods, the sales of petroleum experienced the most significant increment (35.1%), whilst communication devices, household appliances and automobile sales grew by 21.2%, 11.9% and 17.3% respectively. Table 8.1.1 shows the composition of per capita expenditure of urban households. In 2006, Beijing’s fixed asset investment stood at RMB 329.6 billion, growing by 18.9% year-on-year. To prevent the economy from overheating, the authorities introduced measures to control rising investment growth by raising interest rates and tightening reins on areas such as real estate investment, bank lending and market entry. Table 8.1.2 shows the five industries with the highest fixed asset investment. Real estate led the way with RMB 180.5 billion worth of fixed asset investment. The other four industries trail far behind with less than RMB 50 billion of fixed asset investment. Industry As manpower, land costs and environmental pressure have been relatively higher than other Chinese cities, Beijing has placed its focus on higher-value added manufacturing. In 2006, the manufacturing sector reached RMB 184.9 billion, representing a growth rate of 12.1%. Table 8.1.3 shows the industrial output of the key sectors in Beijing. Electronics manufacturing, such as that of mobile phone and computers, is the biggest industry in Beijing. Semiconductor Manufacturing International Corporation (SMIC), the largest semiconductor foundry in China and one of the leading foundries in the world, invested in a 12-inch wafer plant in the Beijing Economic and Development Area (BDA). Beijing Oriental Electronics (BOE) has also established the largest TFT-LCD manufacturer in China within the BDA. The Shenzhen-listed firm intends to issue 149.84 million shares for RMB 5.96 per share in exchange for full ownership of two companies, a passenger transportation operator valued at RMB 703.55 million and a construction firm valued at RMB 189.5 million. The current owners of the passenger transportation operator are Zhang Jia Jie Tourism Development's parent, which holds a 51% stake, a firm in Wulinyuan Scenic Area, which holds a 30% stake, and a forest park manager, which holds a 19% stake.
